Airports Authority of India (AAI) and Delhi International Airport (P) Limited (DIAL) have entered into and executed an agreement called Operation, Management and Development Agreement, (OMDA), pursuant to which AAI granted to DIAL exclusive right to undertake the operations, maintenance, development, design, construction, up gradation, modernization, finance and management of the Indira Gandhi International Airport.

One of the critical components of terminal 3 projects was the aircraft fuelling system. It was necessary to develop a modern system which would enable airlines to achieve high operational efficiency in the form of quick turnaround. Further in order to ensure the benefit of competition among fuel suppliers to airlines the project was considered as an open access infrastructure project. Subsequently Delhi Aviation Fuel Facility (P) Limited was formed in which India’s two petroleum leaders; Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL) and Delhi International Airport Limited (DIAL) are shareholders. The main activity of DAFFPL is providing the infrastructure like tanks, hydrant systems which enable oil suppliers to fuel the aircraft.
